PSO2 is action style, with focus on dodging/iframing/blocking enemy attacks, with cool counters, or charged abilities, stuff like that. There's a ton of 3dimensional movement, and it generally looks cooler. NGS gives you all your main attacks at the start, usually a basic attack, a weapon action, and 4 photon arts.
The drops seem to be the same between both versions, so it's a personal preference. 4player is easier to beat since dying doesn't fail it automatically and the order on stage 2 is easier (don't heal for 30 seconds, while the solo version is don't take damage).
